CEO

Frank Moon serves as Co-Chief Executive Officer for EM&T, overseeing operations in Asia and magnet midstream processing and downstream production. With over 35 years of experience in critical minerals and materials, Mr. Moon has held leadership roles in various prominent companies, including Australia Strategic Metals Ltd (ASM:AX), ASM Korea, KSM Technologies, KSM Metals Co., Ltd., and Alkane Resources. He has also contributed his expertise to Kay Tech in Hong Kong, Samwha Group’s Steel Division, Hydro Tech Korea, and Kyung Dong Group Global. Mr. Moon’s extensive career in the sector is underscored by his ability to manage complex projects and drive operational success in the processing of critical minerals and magnet materials. Mr. Moon holds a Bachelor of Science degree from the University of Sydney.

President

Andrew F. Knaggs, Esq. serves as President of EM&T, bringing over 25 years of experience in government, military, and manufacturing sectors. He founded Knaggs Law PLLC and was previously CEO of PACEM Solutions International. Prior to PACEM, he served as the Presidentially appointed Deputy Assistant Secretary of Defense. Mr. Knaggs also led research and engineering at a USG DoD agency, overseeing a $1 billion R&D portfolio and a $300 million budget. He is also a former U.S. Army Special Forces Green Beret officer. Mr. Knaggs holds a Bachelor of Science degree from West Point and a Juris Doctorate from William & Mary Law School. He is a member of the D.C. Bar and holds FINRA Series 65 certification.

CFO / COO

Christopher Clower serves as Chief Financial Officer and Chief Operating Officer of EM&T. Mr. Clower was appointed as the COO and a Director of WTMA upon inception in December 2021 and has been an executive director and COO of Welsbach Holdings Pte Ltd since March 2021. From 2014–2024, Mr. Clower was an independent director of Malacca Trust Pte Ltd, which owns the leading asset management firm in Indonesia. Mr. Clower was Managing Director and Head of Corporate Finance Southeast Asia for Merrill Lynch and raised over $4 billion of capital for his clients. Prior to his career as an investment banker, Mr. Clower served as an intelligence officer for the United States Air Force, serving at Clark Air Base in the Philippines with the 90th Tactical Fighter Squadron. Mr. Clower holds a Bachelor of Science in Nuclear Engineering from Northwestern University and an MBA with Honors from the University of Chicago.

CMO

Dean Evans serves as Chief Marketing Officer of EM&T, bringing over 25 years of experience in the automotive and technology industries. He has been recognized as a Forbes Top 20 Global CMO and a Fortune 300 Top CMO. Mr. Evans has held leadership roles at Hyundai Motor America, Genesis Motors America, Subaru of America, and Cars.com. His extensive expertise in marketing, combined with his leadership experience at major automotive companies, positions him to drive EM&T’s global marketing strategies and brand growth. Mr. Evans holds a Bachelor of Science degree from the University of South Dakota and an MBA from the University of Phoenix.

CLO / Secretary

John Arrastia Jr., Esq. serves as Chief Legal Officer of EM&T, bringing over 30 years of experience as a first-chair trial attorney in high-stakes domestic and international commercial disputes. He has represented both publicly traded and privately held companies in arbitrations and in federal, state, and appellate courts. Recognized by Chambers USA for his mastery of complex issues and strategic approach to client objectives, Mr. Arrastia has also been named among Lawdragon’s 500 Leading Litigators in America and listed in Best Lawyers in America. He is a Senior Fellow of the Litigation Counsel of America and a Fellow of the American Bar Foundation. Mr. Arrastia holds a Bachelor of Arts from the University of Notre Dame, a Juris Doctorate from the University of Florida, and an LLM from the University of Cambridge.

Executive Chairman of the Board

David Wilcox serves as Executive Chairman of the Board of EM&T. His career began at Deutsche Bank based in London and New York and operated across four continents. Mr. Wilcox became a derivatives trading specialist who has run teams for regulatory overhaul initiatives worldwide, driving value from government policy change. Mr. Wilcox’s vast experience in global finance and his leadership will be pivotal in steering EM&T’s strategic direction and governance as Executive Chairman of the Board. Mr. Wilcox has a Bachelor’s in Business Administration from the University of Tennessee and a Post Graduate Degree in International Business from St. Mary’s University, England.

Independent Director

Ambassador Robin Bernstein (ret.) serves as an Independent Director of EM&T. She previously served as the U.S. Ambassador to the Dominican Republic (2018–2021) during the Trump administration, where she was awarded the Order of Duarte for her exceptional work. With over 40 years of experience spanning the business, government, and non-profit sectors, she has built a distinguished career as an entrepreneur, diplomat, business consultant, and advisor. She currently serves as President of Richard S. Bernstein and Associates, Inc. and Manager of Rbern Ventures, LLC. Ambassador Bernstein has served in two Presidential Administrations, with prior experience at the U.S. Department of Commerce and as a member of President Carter’s transition team. Ambassador Bernstein holds a Bachelor of Arts from American University and a Master of Business Administration from George Washington University.

Independent Director

General Bussiere brings to the Board more than 40 years of distinguished executive and military leadership experience directing complex global operations, managing enterprise risk, leading large-scale organizations, and executing high-stakes strategic initiatives. Most recently, General Bussiere served as a General in the United States Air Force and as Commander of Air Force Global Strike Command from 2022 to 2025, where he led an organization of more than 33,000 personnel responsible for the defense infrastructure, strategic operations, critical asset oversight, and modernizing multi-billion-dollar technological and enterprise systems across United States strategic forces. Prior to leading Air Force Global Strike Command, General Bussiere served as Deputy Commander of U.S. Strategic Command from 2020 to 2022, where he co-directed the operational infrastructure and strategic joint-force command of a global enterprise responsible for some of the United States' most critical strategic missions. Throughout his 40-year career, General Bussiere held numerous senior command and leadership positions involving multinational operations, advanced technology programs, strategic planning, safety and compliance, organizational transformation, and coordination across government agencies and international partners. General Bussiere is also a command pilot with more than 3,400 flight hours across multiple advanced aircraft, including the F-22 Raptor, the F-15 Eagle, the B-1B Lancer and the B-2A Spirit. He holds a Bachelor of Science in Business Management from Norwich University and multiple graduate degrees, including a Master of Strategic Studies from the U.S. Army War College.

Independent Director

Mr. Locker is the founder of Alexander Benefits Consulting, which he built and sold to NFP/Aon in 2024. With over 30 years of executive experience in the insurance industry, Mr. Locker is widely recognized for his contributions to healthcare benefits consulting. In 1993, he created the Healthcare Benefits Consulting Trust, which is now the largest industry trust in the U.S. The Trust provides benefit programs to large corporations and major universities and serves over 1,000 hospitals and more than one million employees. Mr. Locker has served on various boards and held officer roles with organizations such as the Girl Scouts of America, the Alzheimer’s Association, St. Joseph Hospital (where he helped fund and build a new hospital in Denver), and Sisters of Charity of Leavenworth. Mr. Locker holds an M.S. from Western Illinois University and an M.B.A. from Colorado State University.

Independent Director

Former U.S. Secretary of Defense in President Trump’s first administration. As U.S. Secretary of Defense, he oversaw a $720 billion budget, managed two million service members, and led 700,000 civilian employees. He currently serves as Chief Strategy Officer for DYZNE Technologies, specializing in autonomous flight and drones. During his 34 years in the Army and U.S. national security apparatus, he served as a Green Beret and participated in the 2001 Afghanistan and 2003 Iraq invasions. After retiring from the U.S. Military in 2014, he has continued advising on Special Operations and Intelligence. Secretary Miller holds a Bachelor of Arts in History from George Washington University, and a Master of Arts in National Security Studies from the Naval War College. He is also a graduate of the College of Naval Command and Staff and the Army War College.

Head of Metals, Alloy, Powder & Flake

Chang-Bae Lee serves as Head of Metals, Alloy, Powder & Flake Production. He previously worked at Jahwa Electronics from 1999 to 2014, where he held the role of Team Leader of Production Management. With extensive experience in electronics manufacturing and production management, Lee brings deep technical expertise in metal and alloy powder processing. His leadership will be instrumental in optimizing production efficiency and scaling operations. He holds a bachelor’s degree in Electronics from the Korea National University of Transportation.

Head of Sintered Magnets

Andy Chun serves as Head of Sintered Magnets Production. With over 20 years of experience in business development and leadership roles, he is currently the CEO of ADE Metals, a position he has held since 2015. Previously, he served as Head of the Sales Department at BodyTech Med from 2009 to 2014 and as President of Dongkuk Industries’ U.S. Branch from 2003 to 2009. Earlier in his career, he worked at Woori Financial Group as an Assistant Manager in the Treasury Department. Chun’s extensive background in business operations and sales will drive growth and market expansion for Sintered Magnets. He holds a bachelor’s degree in finance from New York University.

Head of Bonded Magnets

Kang-Yong Kim serves as Head of Bonded Magnets Production. He previously worked at Jahwa Electronics from 1998 to 2007, where he was the Team Leader of the Nd Business Department. His expertise in rare earth magnet production and business operations will be crucial for enhancing product development and expanding market reach. He holds a bachelor’s degree in Geography from Cheongju University.

Head of AI Robotics, Automation, and Vision Systems

Sang-Min Kim serves as Head of AI Robotics, Automation, and Vision Systems. He has extensive experience in battery process development and semiconductor technologies. Most recently, he worked at SK Innovation from 2018 to 2021 as part of the Battery Process Development Team. Prior to that, he held roles at LG Chem from 2011 to 2018 in the Battery Process Development Team and at SEMES from 2008 to 2011 in the Semiconductor Advanced Development Team. His expertise in AI-driven process optimization and automation will be instrumental in advancing the company’s technology initiatives. He holds a bachelor’s degree in electrical engineering from the Korea University of Technology and Education.

Head of Strategic Planning (Korea)

Alex Chun serves as Head of Strategic Planning for Korean Operations. With over 20 years of experience in business development and mergers and acquisitions, he most recently worked at Australian Strategic Materials Korea from 2021 to 2023, where he played a key role in establishing a rare earth metal and rare earth alloy manufacturing facility in Korea. Prior to that, Mr. Chun was with Good Friend Insurance Services in Los Angeles from 2015 to 2020, where he was engaged in group insurance business operations. Earlier in his career, from 1999 to 2013, he worked at KTB Securities Corp., Deloitte Korea, and Arthur Andersen Korea, providing M&A advisory services and managing non-performing loans (NPL). His extensive professional background spans corporate strategy, business operations, and complex cross-border transactions. He holds a bachelor’s degree in finance from New York University.
